Meeting Notes

Welcome to the Carroll County NH Commissioners meeting from 5/29/13. Commissioners: David Babson, David Sorensen and Asha Kenney collectively administer the business of the County. The Board exercises budgetary control over County operations and prepares the annual budget for the approval by the County Delegation. The Board met at the County Administration Building, 95 Water Village Rd, Ossipee and began this meeting at 8:30 am.


00:015 Public input, Daymond Steer, Conway Daily Sun; follow up interviews for Human Resource Director; Commissioner Kenney voices concern over 2 applicants that were not selected even though they met the requirements.


02:29 Melissa Seamans, Carroll County Independent, questions discussing the Human Resource applicants in a public forum before they have been notified.


03:28 Steve Brown, Wakefield Resident; which committee interviewed the HR Applicants? Who formed this committee and who is on the committee? Applicant qualifications?


06:33 Review of agenda; Jason Johnson, Jail Superintendent gives report; population report; bids received for steel tables that the jail is selling; Sargent Phillips- thinking for a change program; New Hampshire Association of County Corrections Academy; Police standards and training; public reading of table bids; acceptance of bid, motion and vote;

15:26 Commissioner Babson inquires about the "internal" investigation of three employees at Carroll County Department of Corrections who were arrested for allegedly allowing underage party attendees have alcohol. 18:29 Review of previous minutes; 135.00 charge from attorney Liz Bailey- Commissioner Kenney gives report of charge; investigation releases;


23:25 Commissioner Babson questions an entry into minutes that pertain to a request Kenney made to HR. Background: Kenney received an email from an employee that wanted to know why there was a change in the job description for the HR position posting. Kenney ask Debbie Newlin, HR Generalist, what the change was, Kenney was not given the information. The descriptive phrase that was in the minutes was: "HR refused to give out the information" Babson's feels the phrase "refused" is not accurate and the minutes should be changed. Argument ensues

58:00 Commissioner Sorensen confirms that Howard Chandler has been hired full time as MVC Administrator- effective May 1st; report on performance evaluations;


59:20 Work Session Begins; Old Nursing home RFP's asked for by Delegation nursing home subcommittee; 91a request process; hiring of new employee to handle 91a requests; website; cost of position; hiring authority of Commissioners; hiring County Administrator;


1:07:48 Commissioners Sorensen- "we are not handling 91a request in a timely manner"; electronic filing; Kenney states that previous HR Director handled 91a requests efficiently and that a new position is not necessary.
