This exemption shall extend to any application for assistance or tax abatement or waiver of a fee, fine, or other levy, if based on inability to pay or poverty of the applicant. The vote on any such motion shall be by roll call, and shall require the affirmative vote of the majority of members present. There is often confusion regarding a ROLL CALL. Typically a roll call is called by the recording secretary: example: "Chair moves to go into NP and annotates the specific exemption. He then calls for the roll. The Recording Secretary: "Selectmen _, Selectmen _, Selectmen _. This makes it clear to the record who agrees to move out of public view.
